The main characteristic of the items appears to be that they consist of large numbers of relatively small pieces of equipment which will be necessary if normal work of various Departments of Government is to be restored. They do not therefore resemble anything in the nature of a large public works scheme of the type that would normally be financed by loan. It is a significant fact that none of the expenditure would be regarded as "development" so that if loan funds are required for development purposes in the future they would not be available from the rehabilitation and re-equipment loan. Nevertheless, it has been agreed, in principle, that special expenditure should be financed from loan and that we need not comment further on this cept to draw the attention of the Treasury to the deton pecturi
